The Effective Implementation of Word-of-Mouth Recruitment: A Staff Development Package. Final Report.

Literacy councils in central Pennsylvania recruited more potential students within their communities and increased the number of students enrolling in their programs through a staff development project. Direct-service personnel from local human service agencies that constituted important referral sources for literacy councils were targeted for training. Efficient training of 50 direct-service personnel was achieved through a 15-minute videotape, "Literacy and You--The Vital Connection," and an accompanying reference guide. The professionally produced videotape and guide fulfilled two goals: (1) increasing the literacy awareness of the direct-service personnel and the means to remediate the problem; and (2) helping human service providers to identify common behaviors demonstrated by clients concealing reading difficulties and training them to use word-of-mouth recruitment sensitively. The video/handbook presents the following information to participants: statistics on the educationally disadvantaged; function of and services provided by literacy educators; reasons for adult literacy education; concealing tactics used by disadvantaged adults; role-modelled interactions demonstrating recruitment; and enrollment tips. Participants in the training had mostly positive evaluations of the video and handbook.
