Every Child a Winner! A Proposal for a Legislative Action Plan for Systemic Reform of Massachusetts' Public Primary and Secondary Education System.

Impressed with the vital importance of an effective public education system to the future of the Commonwealth, a group of involved business activists formed the Massachusetts Business Alliance for Education (MBAE) in 1988. The purpose of the MBAE was to help bring about systematic improvement of Massachusetts' elementary and secondary education system. A reform plan was proposed that has three interdependent elements: (1) setting the course toward a higher plane of student achievement; (2) improving the operational characteristics of the system itself; and (3) changing the educational finance system. Each of these elements contains specific recommendations that the MBAE concluded would result in long-term improvement in the system. Also included in the proposal are sections that provide information on the need and challenge, the MBAE process, observations from other initiatives and studies, leading recommendations, and other considerations and recommendations. Appended is a listing of MBAE board of directors and supporting organizations, the national and state goals for education, and proposed reform of Massachusetts school finance. (135 references) (RR)
