International Development Programmes in Higher Education. A Report to the Commonwealth Standing Committee on Student Mobility and Higher Education Co-Operation.
This survey of international programs in higher education sets within an international context the recommendations made by the Commonwealth Standing Committee on Student Mobility, which addressed collaborative arrangements among tertiary educational institutions in the British Commonwealth. It reviews the policies and programs of major donors, and identifies trends in higher education assistance and the strategies and mechanisms for institution building in developing countries. The report suggests ways of harnessing Commonwealth and other international resources for such programs. The report's first part examines international cooperation in higher education by reviewing: the programs, themes, and trends in international development programs; the strategies for institutional development; and the delivery systems and mobilization of resources. The second part presents the survey of international development programs in higher education within the Commonwealth, the bilateral and multilateral agencies, the private foundations, and the World Bank. Appendices provide a list of contacts and a 158-item bibliography. (GLR)
