Monitoring Commission for Desegregation Implementation's Monitoring Project CANAL: Second Quarter Progress Report of Year 2 (December 1, 1989 to February 28, 1990).

This evaluation analyzes the composition and participation of the core planning teams of Project Creating a New Approach to Learning (CANAL), part of a court-mandated desegregation plan in Chicago (Illinois). The report covers activities during the second quarter of CANAL's second year. CANAL's goal is to organize and train core planning teams to engage in shared decision-making and to develop organizational structures that incorporate the community in the organizational and educational processes of the schools. The teams were to be composed of parents, teachers, principals, ancillary school staff, and community members. The following findings are presented: (1) the underrepresentation of students, ancillaries, parents, and especially community members persisted; (2) problems of participation in training also persisted, and the groups that were inadequately represented on the teams were least likely to attend training sessions; (3) given the inadequate participation in training, the sessions appeared to be rather traditional inservice programs for teachers; (4) the problems with the team composition and the participation in training were exacerbated by the failure of the CANAL staff to develop strategies for resolution; and (5) the CANAL staff has not developed strategies for dealing with potential duplication of effort and conflict between the core planning teams and the local school councils. Statistical data are presented in 16 tables. A description of the monitoring commission staff, a chronological list of training activities, and a budget are appended. (FMW)
