The Texas State Plan and Guidelines for the Education of the Gifted/Talented.

This state plan for education of gifted/talented students in Texas offers a rationale and goal, and defines the roles of the Texas Education Agency and the regional education service centers in supporting local district services for gifted students. The plan also contains suggested guidelines for use by local district personnel in the development of programs for the gifted that meet state requirements. These guidelines deal with evaluation and planning, student identification, program organization, curriculum development, staff development, and parent/community involvement. Appendixes contain: (1) critical indicators of quality performance; (2) checklists for program planning and improvement; (3) procedures for identifying students; (4) student selection criteria; (5) preschool/primary program designs; (6) curriculum development principles; (7) student objectives; (8) advanced placement and education guidelines; (9) criteria for selection of materials; (10) staff development planning information; (11) teacher competencies; and (12) suggestions for organizing a local association of parents and educators for the gifted/talented.
