Vocational-Technical Education: A Key to Global Success. 1990 Annual Activities Report and Third Biennial Evaluation Report.

This three-part activities report of the Maryland State Council on Vocational-Technical Education relates information primarily on council evaluation activities conducted during Fiscal Years 1989 and 1990, although in some instances more current information was used. Part I summarizes the activities of the council during 1990. Parts II and III address the results of the council's evaluation of delivery systems supported under the Job Training Partnership Act (JTPA) and the Carl D. Perkins Vocational Education Act, respectively. During 1990, the council updated its philosophy, statement of purpose, organization, and initiatives. The council also analyzed its program of work and pursued initiatives concerning special populations, integration of academics and vocational education, requirements of the work force, technology education, and image/public relations/communications. During its committee meetings and monthly meetings, the council reviewed and commented on various plans submitted by state education agencies and universities, and worked with various other groups. Evaluation of the delivery systems of the JTPA and the Perkins Act showed that both programs were achieving their objectives in Maryland. Appendixes include a list of the council's responsibilities, a detailed account of previous recommendations, an outline of discussion topics for on-site visits, and a table giving JTPA incentive funds for program year 1989 performance.
