In order to evaluate the extent to which recommendations from a previous study had been implemented, a follow-up review of the Virginia Community College System (VCCS) was conducted by the Joint Legislative Audit and Review Commission (JLARC) in 1990. This eight-part report reexamines the key findings from the earlier report and examines a number of new issues currently facing the VCCS. Section I provides an overview of the VCCS, including the history, mission, organization, enrollment trends, and resources of the system. In addition, a brief summary is provided of the issues examined and the research methods used in the study. Chapter II discusses issues related to expansion of the mission of the VCCS. Chapter III examines funding and internal and external budget considerations. Curriculum oversight and management are reviewed in Chapter IV. Chapter V discusses academic staff, including faculty and counselors. A review of the status of partnerships with senior institutions, secondary schools, and the business community is provided in Chapter VI. Chapter VII examines planning and the status of VCCS management information systems. The organization of the system and the system office are discussed in Chapter VIII. An attached appendix provides agency responses to an earlier version of the review. (JMC)
