This detailed report presents findings of both an internal review and an external review of the Enrichment/Gifted (E/G) Program in Nanaimo, British Columbia (Canada). The internal review examined the program's philosophy, district level programming, school-based programming (K-12) in general, elementary school-based programming, secondary programming, constraints and strengths of the district program, staff attitudes, administrative officer opinions, and a report of the Gifted Children's Association. Specific recommendations are presented. It is concluded that the E/G program has made significant progress and is well supported by the staff and community though the program is still young. Appendices include the questionnaires used, a summary of the review process, and a diagram of services. The external review's findings concern: the district as a whole; teacher consultants; schools; elementary level (staffing, identification, programming, school/parent/community support, and constraints): and secondary level (teacher preparation, identification, programming, funding and resources, and constraints). Among nine recommendations are that catalyst teachers be provided release time, that ongoing inservice training be provided to improve the awareness of giftedness by secondary teachers, and that titles given to teacher-consultants be reconsidered.
