Toward the Year 2000 for Dade's Public Schools: Creating Educational Excellence for All Children.

Recommendations made by a citizens group for improving Dade County Public Schools are presented in this document. Proposed immediate policy changes involve decentralization, teacher professionalization and evaluation, mathematics and reading achievement goals, school-based management/shared decision making, parent participation, instructional leadership, and monitoring of standardized tests. Goals for the year 2000 include implementing controlled choice, creating thoroughly integrated and affordable housing, improving achievement test norms, professionalizing educators, and developing a challenging curriculum. The ideas in this report are supportive of Dade County's own "district strategic plan," but it documents and advocates several things which the district plan does not; for example, it explains the performance of the system as indicated by key indicators such as mathematics and reading scores; presents measurable numerical goals; and offers proposals for structural reform that go far beyond any in the district's plan.
