Measuring Progress toward the National Education Goals: A Guide to Selecting Indicators. September 1991 Progress Report.

This guide provides members of the National Education Goals Panel (NEGP) with the information they need to select the indicators for the first annual progress report (September, 1991) on the six national education goals. The guide is organized by the following six goal areas: readiness for school (Goal 1); high school completion (Goal 2); student achievement and citizenship (Goal 3); science and mathematics (Goal 4); adult literacy and lifelong learning (Goal 5); and safe, disciplined, and drug-free schools (Goal 6). Within each goal area, the discussion contains: recommendations of the Resource Groups (RGPs) regarding data to appear in the first report; a brief summary of the proposed indicator; NEGP staff summaries of the strengths and weaknesses of the proposed indicator; identification of issues associated with reporting on the proposed indicator; potential alternative or additional indicators; and potential reporting options. Each respective RGP recommends for publication in the 1991 progress report the following: seven national and three state-level indicators (Goal 1); four national and two state-level indicators (Goal 2); four national and four state-level indicators (Goal 3); five national and four state-level indicators (Goal 4); three national and state-level indicators (Goal 5); and four national and one state-level indicators (Goal 6).
