The Improvement of Job Placement Services Project was undertaken to examine and strengthen job placement services and programs in the California community colleges. Specific objectives of the project were to: (1) select and convene a 12-member representative advisory committee to oversee project operations working with the California Placement Association; (2) identify existing practices, procedures, and standards employed by California community college job placement offices and develop a "state of the art" position paper; (3) define criteria and quality indicators to serve as guidelines for local college/district placement efforts, utilizing a 24-member Task Force; and (4) publish a job placement operational handbook for distribution to all California community colleges. Using data from existing surveys of job placement programs, the Task Force members convened in January and March 1991 to develop key activities and related quality indicators deemed essential to the success of job placement programs. The Task Force then sent a draft publication to all 107 California community colleges, as well as to industry representatives, for their review and recommendations. Responses from 50 colleges/agencies were summarized and merged into the existing Activities and Quality Indicators. This report includes a review of the anticipated and actual outcomes of the project; a list and flow-chart of major activities conducted; a brief project evaluation summary; and a review of dissemination procedures. The bulk of the report is comprised of appendixes which include a list of Task Force and Advisory Committee members; the state of the art position paper; field survey forms and response summaries; Task Force meeting agendas; and implementation guidelines.
