Competencies for Youth Services Librarians.
North Carolina State Dept. of Cultural Resources, Raleigh. Div. of State Library.
Developed by the 1986-1988 Youth Services Advisory Committees to the North Carolina State Library, the competencies suggested in this manual are presented under 11 headings: (1) General Knowledge of Library Policies, Procedures, Goals, Etc.; (2) Youth Services Department Goals and Objectives; (3) Knowledge of Client Group; (4) Library Materials; (5) Collection Development and Maintenance; (6) Reference and Reader Advisory Services; (7) Programming; (8) Publicity/Public Relations; (9) Interpersonal Relations; (10) Professional Development; and (11) Administration. Each section begins with a matrix showing the objectives for that category--i.e., what the librarian or paraprofessional should demonstrate familiarity with or understanding of--and indicates the levels of personnel responsible for the individual objectives. This matrix is followed by materials designed to aid the librarian in reaching the stated objectives. These materials include a questionnaire for conducting a community analysis, policy statements in various areas, descriptions of procedures, guidelines for library programs and displays, guidelines for introducing computer services and rules for children using the computer, criteria for evaluating audiovisual library materials and computer software, copyright restrictions on video use, library material selection policies, and dealing with challenged materials.
