Educational Planning, Administration, and Management [in Africa]: A Regional Study of Achievements, Shortcomings, and Future Challenges.
Prepared for a UNESCO international congress on the planning and management of educational development, this document provides an overview of a number of educational policy and planning issues as they pertain to Africa. It consists of six main sections. Section 1 provides an overview of the contemporary political, socioeconomic situation in Africa. In section 2, an assessment of the educational situation (achievements, shortcomings, and future challenges) in the continent is made. In section 3, the national capacities for educational planning are examined with a view to identifying achievements and problems in the 1980s and future prospects and challenges for the 1990s. Some country representations also are given to complement the regional analysis. A similar approach in presented in section 4 for educational administration and management in the region. In section 5, emphasis is given to training capacities in educational planning, administration, and management in Africa reflecting upon past achievements and the new challenges of the 1990s. Finally, in section 6, some strategies and modalities for collaborative efforts in training and research in educational planning, administration, and management in Africa are examined in light of existing and future needs. A lengthy bibliography is included, as well as six annexes. A number of tables appear throughout the report. (DB)
