The Senior Community Service Employment Program: The First 25 Years.

The Senior Community Service Employment Program (SCSEP) provides subsidized, part-time employment to low-income persons age 55 and older. Participants work an average of 20 hours a week and are employed in a wide variety of community service activities and facilities, including home health care, adult day care, and nutritional services. The 11 national sponsors are: American Association of Retired Persons, the Asociacion Nacional Pro Personas Mayores, Green Thumb, the National Association of State Units on Aging, the National Caucus and Center on Black Aged, the National Council of Senior Citizens, the National Council on Aging, the National Indian Council on Aging, the National Pacific Asian Resource Center on Aging, the National Urban League, and the U.S. Forest Service. SCSEP furnishes participants with personal and job related counseling, an annual physical examination and job training. As a way of maximizing resources SCSEP grantees established working agreements with Job Corps Centers, local Private Industry Councils, Service Delivery Areas, the private sector, child care providers and adult education and literacy agencies. Working with the Job Training Partnership Act network, SCSEP grantees have been able to obtain skill training and unsubsidized placements for enrollees. Working with the private sector, agreements have been made with major corporations to assist in recruitment, orientation, and placement of older workers into unsubsidized jobs.
