Restructuring the Education of Teachers. Report of the Commission on the Education of Teachers into the 21st Century.

This report, which is the result of an 18-month examination of the complex factors that influence the quality of teacher education, emphasizes that those involved in the profession should take the lead in improving the education of teachers. Specific recommendations are made for actions by: college-based teacher educators; school-based teacher educators; state-agency-based teacher educators; and national, state, and local organizations of professional educators. The 6 recommendations are to: (1) improve recruitment and selection; (2) strengthen initial teacher preparation; (3) facilitate successful entry into the profession; (4) increase the capacity for continuing professional development; (5) expand and employ the research base for teaching and teacher education; and (6) achieve appropriate accountability. Specific issues discussed include minority teacher shortage and recruitment, mentoring and induction programs, clinical training, college/school collaboration, professional development schools, and preparation of clinical teachers. The report stresses the importance of personal commitment on the part of teacher educators and includes a "Professional Pledge for Educators of Teachers." (37 references) (IAH)
