This digest attempts to present the main arguments in favor of early childhood education and care as a high priority area of educational development. The digest also tries to delineate the present "state of the art" of early childhood education and care. The digest has two foci, expressed as two clusters of questions: (1) What does the term "preschool education" mean? Is it different from early childhood care? How can it be seen in its most meaningful relationship to primary education? and (2) Why has there recently been an upsurge of concern about early childhood education and care? Is the upsurge just a flash in the pan or are there weightier considerations in support of the interest, such as the view that preschooling is a critical phase in the development of the human personality? What exactly is the case for preschool education? The digest concludes with recommendations from a number of international and regional seminars held in various parts of the world during the 1970s and early 1980s. These recommendations present a view of the major concerns and principal priorities as perceived by national professionals and also suggest concrete courses of action. (RH)
