The first volume of the 1990 progress report of the Regents' 1988 New York statewide plan for postsecondary education development is presented. An introductory chapter focuses on recent trends in the financing of higher education, recent enrollment trends, and the implications of new enrollment projections. All amendments to institutional master plans since November 1, 1988, and the status of actions and recommendations proposed by the Regents in the 1988 plan are included, along with information on the general progress made toward the four major issues: (1) assuring full participation in society for all New Yorkers; (2) enhancing the quality of life for New York State residents; (3) assisting in the economic resurgency of New York State; and (4) using resources effectively. Four subsequent chapters examine the actions taken by New York's colleges and universities, the State Education Department, the Governor and the Legislature in relation to each issue area. Issues for the development of the 1992 statewide plan are also identified. Specific concerns include: campus climate; accountability for students' education; research and development; access to education for minority groups; college costs; and the decline in enrollment of disadvantaged students.
