Status of Coordination between JTPA and County Vocational School Boards in the State of New Jersey for 1989-90.

A study described coordination between Job Training Partnership Act (JTPA) and county vocational schools in New Jersey. The coordination resulted from the State Council on Vocational Education's responsibility to achieve the mandate of the Carl D. Perkins Act. The project directed investigators to: (1) select typical county and regional Private Industry Councils (PICs) for a sample study in three target areas; (2) obtain data on expenditures at the PIC level and county school (vocational or community college) level; (3) analyze and assess the effectiveness of those expenditures in relation to program objectives, student populations served, and follow-up results of students served; and (4) construct data collection instruments. Respondents were three JTPA directors and one vocational school administrator from each of three service delivery areas (north, south, and east). Several recommendations were made: (1) coordination between the JTPAs and vocational school boards within the three regions is satisfactory; (2) there is no comprehensive statewide plan that coordinates all occupational education efforts across agency lines; (3) job placement efforts have been satisfactory and cost efficient; (4) vocational school board vendors are preferred because of their cost effectiveness; (5) economic conditions may cause failure to attain contract placement agreements--70 to 80 percent placement; and (6) school boards need to assess which populations should be served.
