This document summarizes the discussion and reports of a workshop on continuing education of health personnel in Europe. The document is organized in six sections. The first section introduces the challenge of health personnel training and its relevance to health needs. The second section summarizes the major characteristics and general trends in continuing education systems in Europe and reviews country surveys that cover the basic issues. It also provides a general account on policies, existing structures, conditions, problems, and future trends of continuing education systems. In the third section, innovative approaches for the continuing education of health personnel are summarized, and 10 case studies of innovative approaches are reviewed. Section 4 presents a discussion of key issues in continuing education, such as the role of continuing education in primary health care, adapting to change, evaluation and a systems approach, interprofessional team building, and obstacles to change through continuing education. The final two brief sections draw conclusions from the case studies and make recommendations for providers and users of continuing education. A list of working papers and background material and list of participants are included in the report. (KC)
