On the Brink: Students at Risk During Times of Transition. Technical Team Report.

This report examines public policy supports that might help adolescents make the transition to the workplace or future schooling. In the first section of the report, a statement of belief concerning the school's role in the transition process is presented. The second section reviews the crisis in transition supports. It itemizes the student view, the business view, and the higher education view. It is noted that a growing number of students leave school poorly equipped to make a smooth transition to the world of work or to perform successfully in postsecondary education. Students express concerns about the extent to which high schools help facilitate student transitions. The third section addresses student needs for prevention and intervention that bring about smooth transitions from schooling to future endeavors. The critical need for expanded pupil services programs in the schools is noted and a special section is devoted to students who leave school before graduation. Twelve reports further research findings, while appendix B highlights several programs around the country that support students in transition. (RH)
