A Community of Learners: New Roles for Administrators and Teachers in Organizational Renewal.

A cooperative staff development project, between three school districts and Texas Christian University, to change teachers' instructional behaviors and improve student achievement in mathematics, is described in this report. Part 1 outlines the operational nature of the project and part 2 focuses on the changing roles of teachers, administrators, and university personnel in school renewal. Role changes include teachers as learners, principals as facilitators, and decreased dependency on university advisors. Program outcomes include a reported improvement in student attitudes and mathematics achievement, increased teacher empowerment, and altered teaching behaviors. Recommendations are made for support by high ranking administrators, development of a sustaining school culture, and understanding of the purpose and implications of the innovation.
