The goal of the Hamilton and Waterloo Catholic School Boards in Ontario, Canada, is to meet the needs of all children, in ordinary, age-appropriate classes in neighborhood schools. This report focuses on this approach of teaching students and disabilities, terming it "full inclusion." The report describes local school board policy and practice, covers integration strategies, investigates the parents' perspective, and shows how legislation has failed to keep up with rising aspirations. Three specific strategies used to facilitate integration are described through case studies entitled: "Circle of Friends,""Making Action Plans (MAPS)," and "Cooperative Education and Work Experience." The report concludes with 21 references and names and addresses of 11 resource organizations, mostly in Ontario. (JDD)
