Youth Commissions: Effective Instruments for Development of Adolescent Services.

This paper describes the development and implementation of a county Youth Services Commission beginning with its inception, organizational structure, and subsequent role in facilitating county-wide programs for adolescents. As a branch of county government, with an independent staff, the Commission employed a subcommittee format to bring together a broad cross-section of key community leaders and human services professionals to both develop and establish new and innovative programs for adolescents. The Commission's role as a catalyst has been an effective instrument of change, and has implications for the development of adolescent services in other communities. (Author)
