Instructional Quality Assurance at Lansing Community College.

Drawing from the experiences of Lansing Community College (LCC), this paper offers a rationale and model for measuring instructional quality. Section I offers background on LCC's efforts to assess the quality of its courses and curricula, and to introduce such quality assurance procedures as computer-based course syllabi, department and program reviews, and telephone surveys of students. After section II lists the tools used to measure instructional quality at LCC (e.g., external accreditation, student and graduate surveys, and standardized student evaluation of instruction), section III enumerates the criteria used in reviewing departments and programs (e.g., clear and results-oriented purpose/mission, course organization and management, external testing results, basic skills of entering students, and class visitation results). Section IV lists incentives and rewards promoting excellence and creativity, including annual distinguished faculty, administrator, and staff awards, and awards for honors and other high achieving students. Finally, section V offers evidence that LCC is effectively fulfilling its role, indicating that the college has a clear, shared, and achievable mission; and that a methodological, logical, and data-based system is used to verify progress toward excellence. The bulk of the paper consists of appendixes, presenting LCC's strategic goals, and results from the external accreditation review; department/program reviews; telephone surveys of graduates, fall term students, and transfer students; the college-wide course syllabus system; and standardized student evaluations of instruction.
