This report contains summaries of legally mandated and voluntary certification plans for public librarians in the United States based on information supplied by the various certifying state agencies or other appropriate sources in April 1979. Each plan is identified by the descriptive terms "mandatory" (certification required by law--23 states), "permissive" (certification sanctioned by state law, but not compulsory--2 states), or "voluntary" (certification with no legal basis, generally sponsored by a state library association--5 states). The remaining 20 states with no certification law or plan are also listed. (GL)
