Colorado 1988 Annual ECIA Chapter 2 Report: Public Law 97-35.

This report provides a summary and evaluation of Colorado's local and state program activities during 1988 under Chapter 2 of the U.S. Education and Consolidation and Improvement Act of 1981. Teacher training, inservice activities, and local improvement programs received the highest allocations of available Chapter 2 funds. Colorado's local school personnel rated the flexibility of the use of Chapter 2 funds to meet locally-determined educational needs as a continuing major strength of the program. About 20% of fiscal year 1988 expenditures for Department of Education services went toward administration, while 72% went toward technical assistance. There was a measurably higher awareness by private schools regarding the availability of Chapter 2-funded computer-related technical assistance. Similarly, there was higher participation by school administrators in service-assistance programs. Program findings and recommendations by the state Educational Block Grant Advisory Committee are listed. Among other recommendations, the committee suggested that the Colorado Department of Education further improve documentation and dissemination of information on Chapter 2 funding and services. Local education agencies were also advised to consider spending some of their Chapter 2 dollars for at-risk student programs and effective schools activities to help fulfill the newly reauthorized Chapter 2. This document includes 22 tables and charts illustrating state education expenditures and data regarding students who participated in Chapter 2 programs. Data from both public and private schools are described and compared. (TES)
