This report summarizes recent activities in Ohio provided through Chapter 1 of the Elementary and Secondary Education Act. Information presented includes statistics for fiscal 1989, participation trends, instructional impact, expenditure and staffing patterns, parent involvement, and 5-year trends. The first two sections of the report explain the basic Chapter 1 services provided by Ohio's public school districts. Statistics for 1989 and 5-year trends indicate that the program helps children become successful learners. The third section describes special Chapter 1 services for children of migratory agricultural workers and handicapped, neglected, or delinquent children in state agency schools. Statistics concerning these services indicate the beneficial impact of supplemental services provided through federal aid to education. The report concludes with a brief description of state leadership in implementing Chapter 1 and a 5-year financial and human impact summary. A total of 34 tables supplement the text. (RH)
