This report analyzes key student financial aid need issues in preparation for the reauthorization of the Higher Education Act. The issues discussed in the report were chosen by the College Scholarship Service's Council Committee on Standards of Ability to Pay, for discussion at the College Board's Regional Assemblies. The issues include: (1) definition of independent student status, (2) treatment of independent students, (3) use of base-year versus estimated-year income, (4) number-in-college adjustment, (5) development of a single need analysis system, (6) treatment of divorced/separated parents, (7) treatment of assets, and (8) simplified need analysis. For each issue, the report outlines the problem and questions for consideration; for many issues, it makes a proposal for change. A survey form is enclosed for interested readers to communicate their opinions on these issues. (JDD)
