Policies and Procedures Manual for Special Education in Oklahoma.

The manual contains policies and procedures assuring all Oklahoma handicapped children the right to a free, appropriate public education. The manual establishes minimum standards for program approval, minimum standards for the determination of pupil eligibility, and considerations which will lead to appropriate programming within the least restrictive environment. Policies and procedures are presented for child identification, parental involvement, category definitions, class size, least restrictive environment, diplomas and grading, discipline, teacher certification and salary, confidentiality, special education service delivery, evaluation, eligibility, individualized education programs, related services, surrogate parents, transportation, early childhood education, complaints, due process hearings, funding, program monitoring, and personnel development. Also included are descriptions of Project ECHO for preschool deaf/hard-of-hearing students and services provided by the Regional Education Service Centers. A section on selected Oklahoma laws relating to special education concludes the manual. (JDD)
