This Oklahoma state plan documents the policies and procedures that public and private schools, agencies, and institutions follow when providing special education and related services to handicapped children, consistent with Public Law 94-142. Part I includes submission statements and certifications. Part II contains policies, procedures, and descriptions relating to right to education, full educational opportunities goal, child identification, individualized education programs, procedural safeguards, least restrictive environment, protection in evaluation procedures, comprehensive system of personnel development, participation of private school children, private school placement, recovery of funds for misclassified children, notice and opportunity for hearing on local education agency application, annual evaluation, responsibility of the state department of education (SDE) for all education programs, SDE monitoring procedures, direct services by the SDE, implementation procedures, and confidentiality. A report on how funds from Part B of the Education of the Handicapped Act (EHA-B) will be used is also provided. Addenda, which make up the bulk of the plan, contain a 110-page special education policies and procedures manual, interagency agreements, due process procedures manual, checklist for local education agency district plan development and review, policies and procedures manual for use of EHA-B funds, and special education monitoring procedures checklist.
