Enhancing Adult Literacy. A Policy Guide.

This policy guide is designed to assist governors and state leaders in analyzing the issue of adult literacy and in proposing specific policy strategies for dealing with this national problem. The book offers practical guidance in two areas critical to effective action: it clarifies definitions of "literacy" and "illiteracy" and provides a framework for designing gubernatorial policy and choosing strategies. The guide also presents a cogent discussion of the role of state governments and the role of the governor in solving problems arising from low levels of literacy. It considers five central issues: defining and measuring literacy; targeting the analysis; considering the full range of policy tools available to address the problem; designing programs that work; and clarifying the governor's role. Approaches to developing adult literacy strategies are suggested. A 54-item bibliography is included in the guide. (KC)
