Private Sector Initiatives to Modernize Vocational Education. A Research Study Identifying the Involvement of Secondary Vocational Education Programs in Tennessee with Business and Industry. Research in Tennessee Secondary Vocational-Technical Education.

A study was conducted to identify and analyze the involvement of secondary vocational education and business and industry in joint partnership agreements in Tennessee. Vocational administrators (n=94), teachers (n=53), and business and industry persons (n=22) responded to questionnaires, representing response rates of 81%, 77%, and 39% respectively. Descriptive statistics such as means and percentages were used to report the findings. The study found that a wide variety of joint partnership agreements are in operation in the state between secondary vocational education and business and industry. The respondents were in general agreement with respect to benefits for vocational education and for business and industry to be derived from entering into joint partnership agreements. No significant differences in perception of the benefits were found between the two groups. The majority of the respondents were not able to provide specific goals and objectives of their joint partnership agreement. However, participation in joint partnership agreements is mutually beneficial for secondary vocational education and business and industry. The study concluded that joint partnerships should be encouraged. More formal agreements with specific goals and objectives should be formulated to help all parties involved to be more effective. A model was developed along with suggested steps for the various phases of joint agreements. (Includes 18 references and the questionnaires.) (Author/KC)
