Vietnamese Peoples Open University (VIPOU). Report on a Consultancy to the Department of Distance Education, Ministry of Higher Education, SR Vietnam.
A decision to establish a Vietnamese People's Open University (VIPOU) was made in 1988. This report is the result of a visit to Vietnam by a consultant who was asked to make an initial survey, report on the implications of the decision, and distribute the report. The report includes five sections and four appendices. Section 1 describes the tasks designated for the consultancy. Section 2 provides the itinerary and schedule for the consultancy. Section 3 describes the background of the distance education system in Vietnam. Section 4 describes the establishment of the VIPOU. Section 5 presents 9 recommendations, including establishing an overseas coordinating center in a country with direct online communication and diplomatic links with Hanoi; seeking financial support from international bodies, national development and aid agencies, and distance education institutions; establishing an institutional plan with a detailed needs analysis in 1989 for establishing a self-funding VIPOU; seeking support for a workshop on distance education techniques for VIPOU staff in order to create a group familiar with distance education techniques used internationally; seeking assistance for the purchase and installation by 1990 of an audiovisual production studio in Hanoi; training audiovisual technicians; seeking international support for written support material and equipment for provincial and industrial distance education centers; establishing professional contacts with overseas distance education institutions; and requesting scholarships for distance educators. The appendices list the consultant's interviews, describe the distance education centers visited, provide distance education statistics, and list needed audiovisual equipment. (CML)
