This manual provides guidelines for instructing adult basic education, high school equivalency, and English-as-a-Second-Language (ESL) students about the decennial United States census. It is intended to increase awareness of and participation in the 1990 census. The guide gives background information on the census and suggests how lessons can be incorporated into daily classroom activities to make the process more meaningful to adult students. The activities in the guide relate the U.S. Census to a number of common needs in the lives of adult students. It also explains the effects of an undercount. Learning activities include general activities such as a census information test, bulletin boards, guest speakers, precensus day activities, role playing, class discussions, and case studies. Subject- and course-specific activities are also provided for language arts (ESL) mathematics, social studies, and environmental education. Extensive appendixes include a glossary, information for use with students with disabilities, a graphic supplement suitable for reproduction, sample census forms and instructions, sample ESL lessons, and an educator's guide to the 1990 census.
