Maryland Functional Reading Test-II: Fall 1988 Administration. Report R-88. Technical Report.

The Maryland Functional Reading Test, Level II (MFRT-II) assesses Maryland students' mastery of functional reading skills that are described in the Declared Competencies Index published by the Maryland State Department of Education (MSDE) in 1980. The test is also used to certify students for graduation from high school and to identify those who need assistance with reading skills. Forms 170 through 179 of the 1988 edition of the MFRT-II were administered during the period October 17 through November 4, 1988 to 46,108 students in grade 9 taking the test for the first time, as well as to some students in grades 10 through 12 who were transfers or had failed the test previously. Separate sections of this paper describe and report on the development procedures, technical characteristics, and student performance results. Additional technical information and information on test reliability and validity is available from the MSDE. The percentage of students who passed on the first attempt stayed essentially the same as for the 1986 and 1987 tests (94% as opposed to 92.2% and 93.1% for 1986 and 1987, respectively). The mean scale score of 374.98 decreased slightly from the 1987 mean scale score of 376.10. Ten tables present test results and passing percentages by grade. (SLD)
