A program needs assessment device, the Chapter 1 Instructional Quality Indicators (IQI), was developed for the purpose of guiding staff development by indicating areas of strength and weakness in Chapter 1 classroom practices and procedures. In this handbook, the development and administration of the IQI is discussed in section I. Section II provides growth and development charts for children of 4-5, 6-7, 7-8, 8-9, 9-10, and 11-13 years of age, respectively. A chart of indicators of pupil progress in language arts, reading, and mathematics is also provided. Section III, on staff development models, very briefly reports related research and describes seven selected models of staff development. The concluding secton IV provides a transcript of parts I and II of the IQI. Part I concerns Chapter 1 information to be provided by the Chapter 1 instructional staff; part II concerns observation and interview items to be completed by the assessor over a 2- to 4-week time frame and with a minimum of two observation periods.
