Children 1990: A Report Card, Briefing Book, and Action Primer.

The purpose of this Children's Defense Fund (CDF) briefing book for child advocates, community activists, professionals, policymakers, parents, citizens, members of the media, and political leaders is to dramatically increase public consciousness about children's needs and solutions to those needs. The book uses the election year process to build bipartisan commitment to meeting children's needs. The book is also intended to begin to reverse values and budget priorities of the 1980s that contributed to mounting child suffering and neglect, the growing chasm between rich and poor, the decline of the middle class, and the weakening of the moral and social fabric of the United States. Part I provides a warning that the country faces a moment of great national opportunity and danger. Part II compares U.S. children to children of other nations, lists 12 basic facts about U.S. children, and considers an American child's chances of being poor. Part III provides a report card on the 50 states, with key numbers on children and child care in the states. Part IV is an action primer that describes steps to be taken by the public and the Children's Defense Fund in 1990. This part notes scheduled Congressional recesses in 1990, promises made by particular politicans in regard to children's education, questions to ask politicians, polls to cite, and CDF's nonpartisan Congressional voting record of 1989.
