Matriculation: A Report on Second-Year Implementation, 1988-89.

This report looks at the history, purposes and goals, components, and implementation progress after two years of the California community colleges' matriculation plan. The first section discusses legislation which brought about the adoption of a matriculation plan. The second section details the purpose and goals of the matriculation plan, which include student access to California community colleges; opportunities for an equitable, quality education; and attainment of students' educational objectives through the use of appropriate college programs/courses and a full range of support services. The third section discusses the seven components of the matriculation plan. The final section discusses significant advancements which occurred during the first two years of implementation, including the following: (1) colleges began identifying students needing specialized assessment and/or support services; (2) colleges expanded their orientation activities; (3) student assessment expanded in the areas of career interests (78% of the colleges provided career assessment in 1988-89 compared to 23% prior to matriculation), English-language proficiency (76% to 49%), study skills (57% to 13%), and aptitudes (48% to 14%), with 92% of the colleges providing counseling/advisement to all new students; (4) more students were identified as in need of basic skills instruction, and the majority of colleges responded accordingly; (5) 16% of the colleges implemented Student Educational Plans for all new students; (6) by 1989, 40% of the colleges were monitoring the progress of new students, and the same percentage had implemented a research and evaluation component; and (7) two key factors which hampered the matriculation efforts were the reception of only 60% of full funding for matriculation in 1988-89 and a lack of funding for the statewide Management Information System. Appendixes include the Seymour-Campbell Matriculation Act, the plan for the implementation of matriculation, a report on matriculation in the colleges, and citations to related legislation. (JMC)
