In 1989, Hagerstown Junior College created this master strategic plan for 1989-1994, which revised the college's mission and established long-range goals and institutional strategic objectives. The revised mission statement focuses on empowering students through transfer education, occupational programs, developmental services, personal enrichment, and community education. The master plan is organized according to six long-range goals identified by college faculty and staff to provide direction through 1994: (1) promote and assure student success; (2) expand the number and nature of academic programs and student support services at the college; (3) attract, retain, and support highly qualified faculty, administrators, and supportive staff, with special attention given to women and minorities; (4) stimulate economic development in the college's service area, develop a leadership center in the Continuing Education Division, and integrate the Advanced Technology Center into the instructional delivery system; (5) increase the responsiveness of the college's financial base to social, economic, and demographic changes in the college's service area; and (6) design systems and services which will make college operations more effective and efficient.
