This technical assistance paper aims to help Oregon special education personnel to standardize the eligibility criteria for the category of seriously emotionally disturbed (SED) students and to assist Oregon educators in providing appropriate services to students experiencing serious school behavior problems. The paper reviews definitions, prevalence estimates, and legal requirements regarding the identification of seriously emotionally disturbed students and the provision of services for them, based on Public Law 94-142 and Oregon Administrative Rules 581-15-005 and 581-15-051. The paper recommends eligibility criteria, presents a rationale for the criteria, outlines a continuum of services to meet students' special needs, and provides an SED evaluation checklist. Also included are a glossary and lists of selected behavior rating scales, social skills training programs, and parent training programs that are commercially available. (JDD)
