Developing a Chapter 1 Program Improvement Plan: A Guide.

A new Chapter 1 law, P.L. 100-297, was passed in 1988. Chapter 1 schools must examine the program operated during the previous school year. Schools that fail to demonstrate overall achievement gains must develop a Program Improvement Plan (PIP), a document describing how the Chapter 1 program in that school will be modified. This guide provides a model that a Chapter 1 school identified for program improvement may use to develop a PIP. This process is accomplished by means of a "team" that focuses on the curricular area(s) identified for improvement by evaluation results. At a minimum, this PIP team will include a building administrator, classroom teacher, Chapter 1 staff member, and the parent of a current Chapter 1 student. This team will observe the following steps in the development of the PIP: (1) diagnosing program and learning needs; (2) setting the goals for change; (3) selecting strategies and tactics for change; and (4) evaluating the change process and outcomes.
