Participants were research and development (R&D) managers and scholars from industry and government. Chapters contained in this document are: (1) "U.S. Economic Policy: Implications for R&D" (Nathan Rosenberg); (2) "Reduction to Practice: The Development and Manufacturing Cycle" (Ralph E. Gomory); (3) "The Role of Management in R&D Strategy: A Case Study" (Richard J.
