This report describes the Child Day Care Planning Project, which was developed by private and public representatives to meet the needs for child care in Cuyahoga County, Ohio. The project consisted of five major components. The first component, the Data Project, documented the needs and resources of the community. The second component, the Quality Enhancement Project, involved the evaluation and improvement of the quality of centers and homes. The third component, the Demonstration Projects, tested new service strategies and increased the number of child care options available. These projects included a child day care scholarship program, center-sponsored famly day care homes, a community care center, staff training, school-age programs, and a capital loan fund. The fourth component determined child care costs through a cost study. The fifth component involved analyses of funding policies and improvement of policies for allocation of child care funds. (RJC)
