The 15 papers in this issue report on important aspects of work done by the Statewide Automation Committee (SAC) in preparing the current strategic plan for the use of new technologies by the libraries of New York State, and on some of the innovative uses of technology that the plan seeks to foster and facilitate. The range of the papers reflects the broad range of issues that were included in the deliberations of the committee--matters dealing with legislation; standards and standardization in the context of networking; new pilot projects; the development of communication infrastructures that foster technological innovations; practical problems in managing innovative efforts; and pioneering uses of new technologies in libraries of all sorts. Specific topics addressed include statewide retrospective conversion projects; the development of telecommunications facilities; future plans to establish a statewide library network to link local and regional systems and provide integrated services; the Linked Systems Project (LSP); and the work of the Telecommunications Task Force, which was established to help facilitate the plan outlined in the SAC report, "Libraries & Technology: 1988."
