School Lunch Program: Buy American Procedures at Schools with Cash or Credit in Lieu of Food. Report to Congressional Requesters.

This report examines the Buy American provision of the Commodity Distribution Reform Act and the Special Supplemental Food Program for Women, Infants, and Children Amendments of 1987. In particular, compliance by school districts participating in the National School Lunch Program under the cash payment and commodity letters of credit systems is discussed. Results indicate that the Food and Nutrition Service and two of the three states visited have implemented the Buy American requirements, but only limited monitoring to determine compliance has taken place. Following an extensive letter disclosing general results of the study, Appendices II, III, and IV provide more specific information on the implementation and monitoring actions taken by the service's headquarters and regions as well as the three states and four school districts visited.
