The Equity of Public School Finance in Missouri: 1977-1981. A Research Report.

Updated were statistics of an earlier study done by the Education Commission of the States (ECS) in 1980, entitled "The Missouri School Finance Study." The recent results differed from the earlier study's, illustrating the extent to which revenues per pupil depended on local property wealth and income. The results of the first study indicated a marked decrease in the strength of the relationship between revenues per pupil and property wealth per pupil. Findings of the second study did not indicate a strong correlation between revenues per pupil and property wealth per pupil. A stronger relationship between revenues per pupil and income appeared. These results indicate that the goal of improving the fairness of the statewide system of school finance was not achieved and that the failure was not due to a defective method of apportionment but to an inadequate level of funding. Included is information on the state's increasing role in financing elementary and secondary education, on the effects of general economic conditions in the last decade, and on other matters pertinent to a general discussion of school finance.
