Political Culture, Policy Liberalism, and Public Records Laws in the American States.

A study evaluated competing explanations for differences in the public records laws of the American states. Data for the study came from a review of the annotated statutes for the 48 contiguous states, summaries of appellate court interpretations, and attorney general opinions about the meaning of the laws' provisions. The laws were examined for the presence or absence of 16 provisions related to broad rights of access to information. Results indicated that there was no direct relationship between political culture and public record laws, but a fairly strong relationship between policy liberalism and public record laws.
