This report presents a comprehensive blueprint for new direction and effort in the national fight against illegal drug use. It is the result of an intensive review of federal anti-drug efforts to date and incorporates advice and recommendations from hundreds of interested and involved anti-drug leaders outside the federal government. The introduction looks at the current illegal drug problem in the United States and considers drugs and public policy, supply and demand of drugs, and the source and spread of drugs. The main body of the report is concerned with national priorities. It identifies and discusses priorities in the areas of: (1) the criminal justice system; (2) drug treatment; (3) education, community action, and the workplace; (4) international initiatives; (5) interdiction efforts; (6) a research agenda; and (7) an intelligence agenda. Quantified 2- and 10-year objectives; a list of federal implementation and resource requirements; recommended state legislation; a description of high intensity drug trafficking areas; a section on information management; and acknowledgements are appended.
