English Language and Citizenship Preparation: Curriculum Guide. Immigration Reform and Control Act of 1986.

Under the provisions of the Immigration Reform and Control Act of 1986, eligible legalized aliens must meet certain requirements in order to change from temporary to permanent resident status. This curriculum guide was developed by the New York State Education Department in response to this law. One of the requirements is either to demonstrate an understanding of the English language and knowledge of U.S. history and government or to be in satisfactory pursuit of such understanding. The two ways of demonstrating this understanding include passing an Immigration and Naturalization Service (INS) Interview Examination or the English and Citizenship Examination. One way of being considered in satisfactory pursuit is to complete 40 hours of a minimum 60-hour course of study in English language/citizenship and receive a "Certificate of Satisfactory Pursuit." The purpose of this curriculum is to provide agencies with an approved guideline for English language and citizenship education courses which either prepare legalized aliens for an examination or lead to a "Certificate of Satisfactory Pursuit." The curriculum is divided into four levels corresponding to the four English for Speakers of Other Languages (ESOL) levels. Each level is comprised of learner objectives, vocabulary, and aural/oral questions. The vocabulary section is divided into two lists, one for general language application, the other for citizenship content application. Seven illustrations are intended as instructional supports. The standard questions used by INS examiners, including answers, are provided as another guideline for course development. A 20-item bibliography is included. (JB)
