Community Colleges: Pathway to Kentucky's Future. Report of the Commission on the Future of the University of Kentucky Community College System.

This booklet presents the findings and recommendations of the Commission on the Future of the University of Kentucky Community College System concerning the colleges' role, effectiveness, and potential in the areas of educational access, economic development, college-community partnerships, leadership, governance, effectiveness/accountability, and resources. For each of these issues, the booklet provides a summary of Commission findings, recommendations, and a rationale for the recommendations. Major recommendations for the community colleges were to: (1) increase activities that provide greater access to higher education; (2) increase responses to business/industry needs with technical degree programs, job specific training/retraining, and services; (3) emphasize basic skills education and training to foster an attitude of lifelong learning; (4) develop and formalize additional partnerships to promote community development; (5) provide for statewide advocacy and networking of the various community colleges; (6) strengthen the effectiveness of local advisory boards; (7) implement additional leadership development activities within the community college system; (8) provide leadership to coordinate postsecondary programs and services offered in community colleges and vocational-technical schools; and (9) continue to refine measurements and methods for evaluating college effectiveness. In addition, the Commission recommended that state policy makers correct the disparity in funding between the community college system and other institutions of higher education, and provide full formula funding to meet the state's needs for higher education.
